Umm…could be wrong here but aren't these not just long exposure shots of water as opposed to fog? Not to say these aren't beautiful shots but there isn't any fog at work here…

This is how the artist explains Stairs to Nowhere: "Taken on a foggy day on the "Seine" river in France. I use a canon 5D and ND400 filter : 86 sec @ f22."
I can't vouch for the others though.

…how and why would a metal staircase be coming out of water?

still nicely done. the metal staircase can be there for little boats or something..(?)

The stairs look like they have cleats for tying up boats so I suspect they are going into the water. I suspect the fog is blocking out all other landscape from the background.
